It sounds like they're relying on the shape + the reflectance of the glass which would only work during specific times of day.
Regarding fiber optics, they can redirect light but I've never seen an application where they "funnel" light. I suppose if you had a series of fiber optics and lenses to condense the beams it might work... Regardless, there's nothing to this design that suggests it would gather more light than if the cone were replace with just a hole.
